After the United States Senate failed twice to approve legislation to repeal and replace Obamacare President Obama has decided to initiate action on his own. He has issued an executive order to create a situation where small businesses and other groups can form associations to negotiate better insurance contracts for their employees. A major feature of the order is that it allows such groups to negotiate with insurance companies in other states, something that in the past has been prohibited by federal regulations. Supporters of the Trump order say it will make insurance much more affordable for millions of people.
