From the beginning of his administration Barack Obama kept up a verbal assault on local police departments for alleged racism. He backed up his constant criticism by putting limits of the availability of critical military equipment to police departments. He justified this by citing situations such as the shooting that occurred in Ferguson, Missouri when a white police officer shot a black man who it turned out had just committed a crime and then assaulted the police office.
When riots occurred in Ferguson Obama said he was disturbed by the police deploying with equipment obtained from the U.S. Military. He used an executive order to limit the practice, and that is now going to be reversed by President Trump who believes in law and order and supporting police.
